What is CSIRT?
CSIRT is a dedicated team within an organization that provides services to a specific community in order to prevent, manage, handle and respond information security incidents and support the security culture at its users.
CSIRTs can work in the following activities:

Monitoring of Malicious Activity
Dissemination of security culture
