Pay TV Monitoring
In order to follow up the audiovisual works broadcasted on pay-TV systemically and automatically, we developed the Conditioned Access Service Program Monitoring System (MP-SeAC).
The platform is responsible for direct capturing and indexing of the video signal from pay TV channels. With the system, it is possible to capture, process, index and store audiovisual works broadcasted on pay TV.
Developed Tools
Automatic Video Recognition (VS): it enables automatic localization of videos within a repository based on a sample of these videos;
Digital Work Registration (RDO): it enables registration of audiovisual works in Ancine in an automated way;
Open TV Signal Capture Platform (TV2IPE): a platform similar to MP-SeAC, but for open TV.
Benefits
Registration of companies, audiovisual works, registration of programming channels and the inspection of the obligation to broadcast Brazilian content, done by means of reports sent by 106 pay TV channels and the recording of the whole programming of each of them.
These data enables Ancine to obtain information necessary for its institutional operation, which includes compliance with Article 16 of Law No. 12,485/2011, which set forth a minimum period of 3 hours and 30 minutes per week of unpublished programming produced in Brazil by pay TV channels, in addition to periodic evaluation of the effectiveness of the strategies promoted by means of the Audiovisual Sector Fund.
