On January 29, the final deadline expires for the submission of contributions to the proposal of the National Strategy of Science, Technology and Innovation (Encti) 2016-2019. The text for discussion is on the portal of the Ministry of Science, Technology and Innovation (MCTI), and it is possible to partake in the improvement via e-mail.

After this period, the proposal shall go through a phase of improvement and deepening of the discussion, to incorporate the contributions received from all sectors involved. The document was presented to managers and servers of the Folder on December 14 by the Secretary of Policies and Programs of Research and Development, Jailson de Andrade.

According to the holder of Seped, four sensible areas shall be highlighted – those of food, energy, water and cybersecurity –, but the future Strategy would also emphasize critical technologies, following the example of space issue, the sustainable use of nuclear energy and the use of biodiversity and preservation of national biomes.

According to Andrade, who coordinates the development of the text, the document should propose to expand, consolidate and integrate the physical infrastructure and the human resources turned towards the research in the Brazilian territory. Access the document and send your contribution to politicacti@mcti.gov.br.

Process

In force from 2012 to 2015, the current Encti must be replaced by the new document, under development by the secretariats of MCTI, along with the National Council for Scientific and Technological Development (CNPq/MCTI) and the Financier of Studies and Projects (Finep/MCTI).

In addition to the internal discussion at MCTI, the proposal shall go through rounds of improvement in the academic and business communities. The coordinator of the initiative foresees debates with the Brazilian Academy of Sciences (ABC), the Brazilian Society for the Progress of Science (SBPC), the National Industry Confederation (CNI) and other representative bodies.
