RNP supports the creation of Security Centers in Mozambique
The Rede Nacional de Ensino e Pesquisa – RNP (National Education and Research Network) e a Rede de Educação e Pesquisa de Moçambique – MoRENet (Mozambique Education and Research Network), for more than 5 years, work in partnership for the development and sharing of experiences in the area of advanced network services. In 2018, a series of actions aimed at “Cybersecurity” was carried out at the request of the Ministry of Science and Technology, Higher Education and Professional Technician of Mozambique (MCTESTP), with the financial support of the Italian Agency for Cooperation in Mozambique (AICS).
The actions were aimed at training Information Technology professionals from Mozambican governmental institutions on cybersecurity issues to get technical skills and practices in the area. The actions also aimed at promoting joint initiatives to disseminate the security culture and support the implementation of two Security Incident Response Centers (CSIRTs) in Mozambique, one in the academic field and the other in the governmental sphere.
In order to support the deployment of CSIRTs, a delegation of Mozambican Representatives is conducting, from 10/22 to 11/01, a series of visits to institutions responsible for drafting national guidelines for information security policies and standards between CSIRTs and other reference centers in cyber security in the Country, such as the Departamento de Segurança da Informação e Comunicações do Gabinete de Segurança Institucional da Presidência da República - DSIC/GSI/PR (Department of Information Security and Communications of the Office of Institutional Security of the Presidency of the Republic), the Comando de Defesa Cibernética do Ministério da Defesa - ComDCiber (Cyber Defense Command of the Ministry), Serpro’s Attack Response Group, the Federal Police Cyber Crimes Repression Service, the Internet Management Committee in Brazil, the CERT.br of the NIC.br, in addition to the Security Incident Response Center (CAIS), the CSIRT of RNP.
RNP's Safety Manager, Liliana Solha, highlights the importance of the visit, since the action will provide members of the body with a better understanding of the dynamics and operation of the visited centers, provided by direct contact with the services provided, processes, systems and infrastructure which support them, as well as their main initiatives. “The future centers, destined to cover the entire national territory, will have as their main challenge the protection of the information, systems and networks of the bodies of the Federal Public Administration, as well as the protection of educational and research institutions, as well as promoting the culture of security in the country, at many levels”, said Liliana.
Partnership with MoRENet
Since 2013, RNP has been working in partnership with MoRENet to promote the exchange of good practices in management and governance of Education and Research Networks, training on Information Technology, and the implementation of services provided by RNP in Mozambique.
Since then, both institutions have worked together to share experiences and information at their respective annual meetings, such as the RNP Forum and the MoRENet Conference, and to ensure the training of IT professionals from Mozambique's academic and governmental institutions through the courses offered by RNP. In addition, since the end of 2016, there has been an operation specifically aimed at the implementation of advanced network services, such as the Identity Federation (CAFe), Eduroam and Filesender, in the Mozambican research network.
